Helix produces its own water supply from Lake Jennings as well as purchasing imported water. They deliver clean, safe water for home and business use to thousands of customers each month.

Banks handle eChecks — electronic checks — just like paper checks. There’s no transaction limit or fee and they work for single or recurring payments (see AutoPay).

- Please note, there is no transaction fee or transaction limit when you pay online with an electronic check (click on the tab above to learn how), when you pay using your bank’s bill payment service, when you mail a check payment or when you pay in-person with cash or check. If we are about to shut your water off, call Customer Service at 619-466-0585 and give us the confirmation number for the transaction.

This is our most popular payment option. We debit your checking or savings account on the day your payment is due (or up to 3 days prior for some banks). You still receive a water bill so you can review your water use and payment. When you sign up for AutoPay, continue paying your bills until you receive a bill stub that says “AUTOPAY-DO NOT PAY”.

- A personal check if you want to pay with eChecks. There is no transaction fee when you play with an electronic check.
- Or a credit/debit card. Our payment processing vendor fee is $4.50.

Autopay is the most popular payment option we offer. But, if you would like to be notified before your water bill payment is withdrawn, then try Pay by Text. You’ll receive a text with your payment amount and the due date. When you’re ready to pay, reply “Ok” to instantly pay with the credit card, debit card or bank account you set up for your online account. You’ll get a text back confirming receipt of payment.
To opt in to Pay by Text:
- Log in to your online account at hwd.com.
- Click on Your Account at a Glance and click on Pay by Text.
- Check the box and click the save button.
We accept payments from banks’ online payment services. Ask your bank how they handle these transactions. If they mail paper checks, this can delay your payment up to a week. Avoid this method of payment if your account is near due or near shut-off.
If you already use Apple Pay or Google Pay, you can use it here, too. Our payment processing vendor fee is $4.50.

Welcome to Helix Water District. We are a not-for-profit, local government agency formed by east county residents over a hundred years ago.
How to pay a water bill in San Diego?
You can mail a check to the City of San Diego Public Utilities Department, P O. Box 129020, San Diego, CA 92112-9020. Once your bill(s) are sent to you, your payment will be used to reduce any amount that is still owed.
Where can I pay my EMWD bill in person?
